A public hearing will be held on September 16, 2025, to provide information on the proposed de-annexation of the Spring Beach neighborhood. The District’s consulting engineer (BHC Consultants) and the Board of Commissioners will be available to respond to questions and comments.
In the 1990’s, Vashon Sewer District annexed Spring Beach into the District’s service area as a Health Hazard Area, so that sewer services could be provided. In 1999, a design for sewer service was completed for Spring Beach, along with two other Health Hazard Areas, Bunker Trail and Beulah Park/Cove Beach. When bids were received from construction contractors, the bids for Spring Beach exceeded the assessments on the properties, and under State Law for Utility Local Improvement Districts (ULIDs), the project could not be performed.
In 2017, Spring Beach installed septic systems and is now served by those systems. Those septic systems are owned and maintained by Spring Beach residents. Spring Beach no longer needs to be within Vashon Sewer District’s Taxing and Voting Boundary.
Because the parcels in the Spring Beach area are not, and will not, be served by the District, the District would like to de-annex these parcels, in accordance with RCW 57.28.035. De-annexing these properties will remove them from the District’s Taxing and Voting Boundary and eliminate their right to vote for District Commissioners.

Managing and maintaining Vashon’s sewer system
The Commissioner-run Sewer District was established in 1948. As the population grew, Vashon’s core needed a more effective and environmentally friendly sewage disposal system, a treatment plant was built and the pipes and the plant were connected. Since its inception, the original system has grown and services three areas: Vashon core, Bunker Trail, and Beulah Park/Cove Beach. The commissioners who serve live in and represent each of these areas.
When Bunker Trail and Beulah Park/Cove Beach were declared Health Hazard Areas by King County, they were incorporated into Vashon Sewer District. Then the Growth Management Act made clearer boundaries, re-zoning parts of the District. As the system grew, the costs of running the treatment plant escalated, and the District could no-longer afford effective maintenance, so the treatment plant fell into disrepair. Unable to continue the upkeep of the plant, the District looked for alternatives.
In 1999, Vashon Sewer District negotiated with King County, as part of a rural town sewer system, to take over the service and maintenance of the plant. Today Vashon Sewer District owns and maintains all the pipes and conveyance systems, and contracts with King County to treat the sewage at a cost of over $575,000/year.

What we do
Maintain the pipes
Vashon Sewer District owns and maintains all the pipes and waste-water conveyance systems, and replaces older piping as it ages out of service. King County treats the sewage.
GREASE TRAP INSPECTION
Our Fats, Oils, and Grease [FOG] inspector helps restaurants in the District’s service area and makes sure their grease traps are maintained and working.
TROUBLE SHOOTING
The Vashon Sewer District is responsible for trouble-shooting blockages to discover whether it is a sewage problem or a issue with a property owner’s side sewer or the property’s internal plumbing.
PLanning, maintenance & Oversight
The District is fiscally responsible for budgeting and billing, as well as oversight of the permitting process ensuring correct and functional connections.
